Askari finished in the first place the 130-kilometre race in the northeast city of Nakhon Ratchasima in a time of two hours and 47 minutes and 23 seconds.
Yousif Mirza of the UAE and Kohei Uchima of Japan both with a time of 02:47:48 finished in second and third places respectively.
Askari took a bronze medal at the men's individual time trial in the 2014 Asian Games.
