Iran’s Parliament Ratifies Plan on Nuclear Deal Implementation

TEHRAN (Tasnim) – The Iranian parliament on Tuesday passed the details of a plan for the country’s “proportional measures” on the implementation of the text of a recent nuclear agreement (known as JCPOA) finalized by Tehran and world powers in Vienna, Austria, on July 14.

The details of the plan, known as Iran’s proportional and reciprocal measures in the implementation of the Joint Comprehensive Plan of Action (JCPOA), was ratified with 161 votes in favor, 59 against and 13 abstentions.

The details were passed after the generalities of the plan were approved by the Iranian parliament members earlier on Sunday.

According to the plan, the Iranian administration will be able to implement the nuclear deal (JCPOA) only if it takes a number of measures in the implementation phase.

Based on the plan, the government should reconsider its cooperation on the implementation of JCPOA if the Supreme National Security Council (SNSC) concludes that the other side of the agreement is seeking to threaten or put the country under pressure over the implementation of the deal.

The plan obliges the government to monitor any violation of agreement by the other party, including the breach of their obligations on the effective termination of anti-Iran sanctions.

In case of any violation by the other party, the country should adopt reciprocal measures to restore the nation's rights, stop its voluntary cooperation, and rapidly develop its peaceful nuclear energy program until the country’s nuclear enrichment capacity amounts to 190,000 SWUs within two years.

According to the newly ratified plan by the Iranian parliament, the redesigning of Iran's Arak heavy water reactor will hinge on firm alternative contracts and the country's confidence about their implementation.

After the ratification of the plan, Atomic Energy Organization of Iran (AEOI) should have the country’s 15-year plan on enrichment and Research and Development (R&D) approved in the SNSC in two months, and introduce the approved 15-year plan to the International Atomic Energy Agency (IAEA).

The IAEA will not be allowed to have any access to the country’s military centers and individuals on the pretext of the JCPOA, unless the access is approved by the SNSC separately and in detail.

The country’s administration and Armed Forces are also obliged to take appropriate measures on the reinforcement of defense capabilities in all areas including aerial, marine, ground, and missile fields, the parliamnet plan underlined.

Iran and the Group 5+1 (Russia, China, the US, Britain, France, and Germany) on July 14 had reached a conclusion on one lasting nuclear agreement that would terminate all sanctions imposed on Tehran over its nuclear energy program after coming into force.
