The 32-year-old player has joined Foolad from Belgian football club Lierse on a one-year contract for an undisclosed fee.
Kouemaha has also played at Kaiserslautern, Eintracht Frankfurt and Denizlispor.
He has also made five appearances for Cameroon football team.
Kouemaha will join his countryman Mathias Chago at Ahvaz-based club.
Foolad remains at the bottom of the Iran Professional League (IPL) with three points six matches.
