Sky Sport reports the Serie A side has made contact with the Russian side to discuss a deal but face competition from Bayer Leverkusen, who has offered €18 million for him.
The Iranian international collected 19 goals and six assists in 24 appearances for the Russian side last season.
Portugal giant Porto and Lazio had already shown their interest in signing the Iranian international.
