The 32-year-old player has penned a two-year contract with the team.
Rafiei joined Persepolis in 2017 but left the team to join Qatari club Al-Khor in the same year.
He returned to Persepolis one year later and helped the Reds win the title in Iran’s professional league.
Rafiei was deemed surplus to requirements by Argentine coach Gabriel Calderon in 2019.
He has returned to Persepolis for the third time as a free-agent player.
