Philosophy of JCPOA Endures despite Outdated Framework: IAEA Chief

TEHRAN (Tasnim) – The fundamental philosophy of the Joint Comprehensive Plan of Action (JCPOA) remains relevant, but the outdated nuclear deal requires a new approach, International Atomic Energy Agency (IAEA) Director General Rafael Grossi said during a press conference in Tokyo.

"The JCPOA is an empty shell. I don't think anybody thinks that the JCPOA can play a role at the moment," Grossi stated, adding that the agreement has been "technologically superseded" and is no longer adequate to address current realities, according to TASS.

Grossi noted, however, that the underlying principle of the JCPOA still holds potential.

During his recent discussions with Iranian Foreign Minister Abbas Araqchi, Grossi said both parties agreed that "the philosophy of the JCPOA" could guide future negotiations, even as the specifics of the agreement need to be revised.

The JCPOA was signed in 2015 by Iran and the five permanent members of the UN Security Council plus Germany.

While the agreement successfully reduced tensions and facilitated inspections for several years, its effectiveness waned after the United States withdrew in 2018 under then-President Donald Trump, reinstating sanctions.

In retaliation, Iran began scaling back its commitments, enacting a 2020 law to restrict IAEA inspections and suspend some obligations under the deal.
